LIMA — A magistrate reduced the bail for a man charged with kidnapping during a preliminary hearing Wednesday in Lima Municipal Court.
Magistrate Richard Warren lowered the bail for 58-year-old Scott Catlett, of 707 N. Jefferson St., from $250,000 to $100,000 cash or surety. If he makes bail, Catlett is ordered to remain in Allen County. Warren also warned him that he is to have no contact with the alleged victim, although it was revealed in court that person is in jail on a burglary charge.
Catlett’s defense attorney argued that bail should be reduced because the defendant is not a danger to the community. The attorney also pointed to the fact that Catlett’s father was the former chief of police in Lima, and that he is not a flight risk because he is a lifelong resident of Allen County.
